An important factor with this installation was that while the local weather ambient was measured at 30°C, the actual unit ambient temperature at the condenser face was 35°C. This was shown to be due to the heat rejection from the HVAC equipment itself, and furthermore, other surrounding units in close proximity.
This site illustrates the "artificial ambient" effect common on rooftops and present in densely packed installations, where units operate in significantly hotter conditions than the natural environment. This effect is often referred to as the domino effect.
